Job Objective & Safety/Security Sensitive Designation

SAFETY/SECURITY SENSITIVE DESIGNATION & JOB OBJECTIVE
This position is not designated as a safety/security sensitive position and is not subject to random drug and alcohol screening.

JOB OBJECTIVE: To inspect sub-standard commercial buildings, buildings under construction, and residential homes to ensure properties are in compliance with City of Little Rock Building codes.

Essential Functions

ESSENTIAL JOB FUNCTIONS:

  1. Performs regular inspections of sub-standard commercial, industrial and office buildings, buildings under construction, and residential homes to ensure properties are in compliance with City of Little Rock Building codes; issues notices for building code violations advising property owners to either make required repairs or demolish structure.
  2. Notifies property owners, contractors or construction workers, by certified mail, of code violations and variations from approved building plans that must be corrected before construction continues; issues stop orders for serious violations or to persons failing to comply after previous notice; conducts follow-up inspections to monitor and verify compliance with previously issued notices or stop orders.
  3. Drafts ordinances to condemn building that are deemed to be unsafe; submits to supervisor for review; implements upon approval.
  4. Receives and investigates citizen complaints regarding code violations or buildings being constructed or remodeled without a permit by visiting sites to determine compliance with applicable building codes.
  5. Inspects buildings being moved into the City or within the City to ensure buildings are in compliance with applicable building codes.
  6. Prepares a regular report listing numbers and types of inspections and inspection results utilizing the automated permits and inspections computer system to maintain records.
  7. Serves as backup in the absence of other Building Inspectors.
  8. Develops bid specifications for the demolition of sub-standard commercial buildings; solicits bids for various demolition projects; answers questions and provides information regarding bid specifications; reviews bids and makes recommendations for bid award.
  9. Inspects demolition structure sites to ensure compliance with applicable codes, rules and regulations; compiles appropriate documents and files lien at courthouse for site completion and closure of file.
  10. Collects evidence of code violations and reviews cases with the supervisor before issuance of warrants or citations; issues approved warrants or citations to persons responsible for code violations.
  11. Coordinates inspections of sub-standard buildings and residential homes with Fire Marshall's office to ensure damaged materials are removed and buildings are in compliance with applicable building and fire codes.
  12. Issues Certificate of Occupancy for buildings meeting code requirements after final inspection.
  13. Answers questions and provides technical information to owners and contractors regarding Building Codes and inspection procedures.
  14. Compiles permit copies, inspection reports, and related materials and forwards to appropriate personnel for filing after buildings are approved for occupancy.
  15. Establishes and maintains hard copy and electronic files and records of residential and commercial building inspections, violations and other related information.
  16. Operates a computer with word processing software in the performance of essential job functions.
  17. Operates a City pool automobile in the performance of essential job functions.

Minimum Qualifications, Additional Requirements and Supervisory Responsibilities

MINIMUM QUALIFICATIONS & ADDITIONAL REQUIREMENTS
These knowledge, skills, and abilities are usually, although not always, acquired through completion of high school, and two (2) years of experience in building construction, building inspection or a related area, to include one (2) year of experience reading and interpreting blueprints and specifications, or a related area, and one (1) year of computer experience. Equivalent combinations of education and experience will be considered.
ADDITIONAL REQUIREMENTS:
  • Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver's License before employment and maintain licensure for the duration of employment in this position.
  • Must possess Citation Authority Certification within one (1) year of employment and maintain certification for the duration of employment in this position.

FOR INCUMBENTS INSPECTING RESIDENTIAL PROPERTY:
  • Must possess certification per International Code Council as a Building Inspector (Residential or Property Maintenance and Housing) within twelve (12) months of date of employment and maintain certification for the duration of employment in this position.

FOR INCUMBENTS INSPECTING COMMERCIAL PROPERTY:
  • Must possess certification per International Code Council as a Building Inspector (Commercial) within twelve (12) months of date of employment and maintain certification for the duration of employment in this position.

  • Ability to communicate tactfully and effectively with owners, contractors and citizens.

Health Insurance (medical, dental, vision) -The City pays the eintire cost of employee only health insurance for the base plan. Higher levels of health coverage and dependent coverage is available at the employee's option; the City pays part of the cost of this additional coverage.

Life Insurance - The City pays the total cost of employee life insurance. Amount of coverage is one to three times salary, based on job classification.

Accidental Death and Dismemberment (AD&D) - The City pays the total cost for employee AD&D. Amount of coverage is one times salary.

Long-Term Disability - The City pays the total cost of long-term disability insurance. Amount of coverage is 60% of salary.

Retirement - Our 401a pension plan requires contributions by both the City and the employee.

Paid Time Off

Paid Time Off (PTO) Leave may be used for vacation, personal illness, funeral Leave/attendance, illness of a family member or other personal business.

Generous leave accruals with carry over capability.

Short-Term Disability Leave

Short-Term Disability (STD) can be used for extended personal illness requiring the employee to be absent more than three (3) days (with acceptable medical documentation).

All full-time non-uniformed non-union eligible employees earn STD at the rate of six (6) days per year.

After five (5) years of service, an employee will receive 2% of the STD account (maximum 1,000 hours) per years of service, upon termination of employment.

Longevity

Longevity pay will be paid at the rate of $4 per month for each year of service up to and including the fifth (5th) year and $6 per month for each year of service beginning at six (6) years and for each year thereafter.
