State Procurement Specialist

The State Procurement Specialist is responsible for overseeing the development, implementation, and management of procurement activities and strategies for the State of Arkansas. This position will ensure that all state procurement processes are compliant with laws, regulations, and state policies while fostering a fair and competitive bidding process. The successful candidate will demonstrate attention to detail, strong communication skills, and a commitment to providing efficient and transparent procurement solutions while ensuring compliance with state policies and regulations.

Assist in the development and preparation of requests for proposals (RFPs), invitations for bids (IFBs), and other procurement documents under the guidance of senior procurement specialists state procurement coordinators. Participate in the evaluation of bids and proposals to ensure compliance with specifications and procurement policies. Assist in the preparation and execution of procurement contracts and agreements. Monitor contract performance and assist in ensuring that contractors meet terms and conditions. Support vendor communications and provide timely responses to inquiries related to procurement processes. Help resolve basic procurement-related issues and concerns raised by vendors. Ensure all procurement activities comply with applicable state laws, regulations, and procurement guidelines. Maintain accurate records of procurement activities, including contracts, vendor communications, and other procurement documents. Assist in preparing procurement documentation for audits or reviews. Collect and input procurement data into tracking systems for analysis and reporting. Assist in preparing regular reports on procurement activities, including savings, contract status, and vendor performance. Collaborate with other state agencies to support their procurement needs and provide guidance on the procurement process.

Basic understanding of state procurement laws, regulations, and best practices. Familiarity with procurement processes, including contract preparation, competitive bidding, and vendor selection. Ability to analyze basic procurement data, identify trends, and assist in decision-making. Attention to detail to ensure accurate documentation and compliance with procurement rules. Strong written and verbal communication skills, with the ability to communicate clearly with internal staff, vendors, and external stakeholders.

Bachelor's degree in business administration, public administration, supply chain management or a related field is required.
